That is correct – though presumably since that is a Monday the Council should ideally have made its decisions by Sunday 13 December. See https://www.icann.org/news/announcement-2015-11-16-en:

"Supporting organizations and advisory committees have until 14 December 2015 to review these materials and determine whether they would like to endorse certain candidates as representatives of their respective constituencies."
