Per Julie's note below, the informal session of Council was apparently originally planned without services for remote participants. Traditionally these informal closed sessions for Council during meetings are quite important so hopefully it will be noted in the future that remote participation should always be an option for Council members.  (There was also an unfortunate last minute switch in the Zoom room link.)
