Dear Councilors,

The thread below is to inform you that the CCOICI – Assignment #4 regarding enhancements to the Working Group Self-Assessment Survey (WGSA) has been implemented by staff. This improvement was originally cast from the days of PDP3.0. This notice is to inform you that this project has now been closed out and migrated to steady state operations.

You may recall its recent use for the Transfer Policy WG earlier this year and it will be used again when that WG concludes early next year. The next use will be after the conclusion on the EPDP-IDNs.

Please advise if you have any questions.

Thank you.

Subject: CCOICI - Recommendation #4 Implemented - WG Self-Assessment Survey

Dear all,

In March of 2023, the Council adopted the CCOICI’s Report on the Working Group Self-Assessment report. The 3rd resolve clause instructed staff to implement the final survey based on the tool technical requirements. This notice is to inform you that it is now complete.

Council Resolution: https://gnso.icann.org/en/council/resolutions/2020-current#20230315-1

Resolved,

1.  The GNSO Council adopts the CCOICI Working Group Self-Assessment Recommendations Report.

2.  The GNSO Council directs GNSO Staff Support to implement the changes as outlined in the Recommendations Report and convey the survey tool technical requirements as outlined in section F to the relevant ICANN org department.

3.  The GNSO Council instructs ICANN staff to post the new version of the GNSO Operating Procedures, effective immediately upon adoption.

4.  The GNSO Council thanks the CCOICI for its work on this topic.

The Operating Procedures were updated last year, but as a final part of implementation was to construct the survey into the final target platform, Survey Monkey. As part of that effort, staff did have to make a slight adjustment to the scales that varies as outlined in the report. At the time, Google Forms was used. Since the adoption of the report, ICANN org has adopted Survey Monkey (SM) as its single enterprise tool for community based surveys. As a result, the SM templates for this question feature type using a scale “1=Highly Ineffective to 7=Highly Effective” was only available via a scale of 1 to 5 slots. The link below is the version we used for the active Transfer Policy Review WG. It will be used again early next year when the group sends its final report to the Council.

If no objections, we will communicate the completion of CCOICI’s Rec #4 to the GNSO Council.

Thank you.
