Subject: Background Report for a Global Policy Proposal regarding recovered IPv4 address space

FYI and for information to your membership:
 
In response to a request from the ICANN Board on 23 April 2009, the attached Background Report has been prepared for a proposal named  “Global Policy Proposal for the Allocation of IPv4 Blocks to Regional Internet Registries”, currently under discussion in the addressing community.
 
In short, the policy proposal is intended to replace the current policy for IPv4 allocations when the IANA free pool has been exhausted, by governing allocation of recovered IPv4 blocks that have been returned to the IANA. It would also have an effect prior to the exhaustion date, by appointing IANA to act as a repository for any recovered address blocks returned by the RIRs to the IANA during that period.
