Item 4: Council Discussion - DNS Abuse Mitigation PDP1 Update (25 minutes)
On 11 December 2025, the GNSO Council
voted to initiate two policy development processes (PDPs) on
DNS Abuse Mitigation. The Council chose to initiate the first PDP on the topic of Associated Domain Checks immediately, and the Council would initiate the second PDP on the topic of safeguards for unrestricted Application Programming Interface (API) access
to begin later, taking into account the progress on PDP 1 and associated resource constraints. Following the convening of a charter drafting team, the GNSO Council
adopted the DNS Abuse Mitigation PDP 1 (DNSAM PDP1)
charter on 15 January 2026.
The DNSAM PDP1 Working Group held its first meeting at ICANN85 and has been working through its charter questions and developing preliminary recommendations.
Here, the Council will receive an update on the progress of the DNSAM PDP1 Working Group and have an opportunity to ask questions.

Item 5: Council Discussion - DNS Abuse Mitigation PDP2 Draft Charter Update (25 minutes)
On 14 August 2025, the GNSO Council passed a motion, requesting ICANN’s Policy Support Staff to draft an Issue Report on DNS Abuse. The
Final Issue Report was delivered to the Council on 1 December 2025. On 11 December 2025, the Council
voted to initiate two policy development processes (PDPs) on DNS Abuse Mitigation. The Council chose to initiate the first PDP on the topic of Associated Domain
Checks immediately, and the Council would initiate the second PDP on the topic of safeguards for unrestricted Application Programming Interface (API) access to begin later, taking into account the progress on PDP 1 and associated resource constraints. Following
the convening of a charter drafting team, the GNSO Council
adopted the DNS Abuse Mitigation PDP 1 (DNSAM PDP1)
charter on 15 January 2026.
Applying lessons learned and feedback received from the DNSAM PDP 1
charter, GNSO Support Staff worked with the GNSO Council liaison to the DNSAM PDP 1 Working Group to develop the first cut of the draft charter for DNSAM PDP2 on the topic of safeguards for unrestricted API access.
Here, the Council will receive a briefing on the updated DNSAM PDP2 charter and have an opportunity to provide initial feedback.

Item 6: Council Discussion - Initiation of Prioritization Exercise (25 minutes)
The GNSO Council has been discussing its need for a prioritization mechanism that can complement its Action Decision Radar (ADR). While the
ADR is helpful in identifying upcoming decision points for the Council, it is not a prioritization tool. The Council agreed during its recent Strategic Planning Session in January 2026 to pursue a prioritization tool.
A briefing document was prepared by staff, which set out various potential mechanisms Council might use in order to prioritise its work, for
consideration and discussion. Taking into account Council discussion and input, Council Leadership circulated a draft
pilot prioritization mechanism instructions, which endeavored to blend suggested mechanisms from both Support
Staff and councilors.
Noting the pilot exercise is a non-binding and adjustable test run, the Council agreed to proceed with the proposal.
Here, the Council will receive an explanation of the initiation of the prioritization exercise.
