First and foremost, we want to recognize the hard work of the JAS Working Group and make sure that the work product gets to the ICANN staff and board for their consideration without implying that we, the GNSO Council or community, necessarily endorse all of the contents therein because of the little time we have had to review. That said, we would like to see the ICANN staff begin working on an implementation plan of the recommendations, publish that plan out for public comment, and do so in time to discuss in Dakar and launch the new gTLD Application Process in January. ****
