In support of Council meeting agenda item 8 referenced in the subject line, please find the attached discussion document. This document was prepared in collaboration between Council leadership and staff. You will see some important caveats in the document: one, we are not prioritization experts and two, the options included are certainly far from an exhaustive universe of prioritization methodologies. We tried to identify a handful of requirements/assumptions to help guide us towards a model that would work best for the Council. We look forward to the discussion tomorrow.
