There is no procedural requirement that would prohibit the Board from discussing the Vertical Integration WG Initial Report unless it was forwarded by the Council.  The Board is free to discuss the report.

The Board has resolved:

Resolved (2010.06.25.30), the Board will use its retreat currently scheduled for 24-25 September 2010 for the consideration of all the outstanding issues relating to the implementation of the New gTLD program.
