The small team
reviewing the ICANN 76 Communique (Susan, Manju, Bruna, Mark, Desiree, Jeff)
looked at both the Advice section and, for the first time, also the
Issues of Importance to the GAC. The draft response on the Advice has already been sent to the Board, subject to formal approval of Council at our upcoming meeting. Regarding the
Issues of Importance, we identified the following items where some reaction from Council might be appropriate:
DNS Abuse
The GAC intends to focus on DNS Abuse for its capacity building sessions prior to and at ICANN 77 (“During ICANN76 GAC plenary sessions, it was agreed that “DNS Abuse” should form the
basis of the next wave of GAC Capacity Building interventions in the lead up to, and at ICANN77”). The small team believes it would be appropriate for Council to indicate our willingness to assist, if the GAC would find this helpful. We discussed as options
either an email from Council Leadership to GAC Leadership, or for this offer to be made less formally by Jeff, as the GNSO’s liaison to the GAC, to Jorge Cancio, with no strong preference for one option
over the other.
Transparency in GNSO Participation
This is a reference to GAC concerns about the review of Statements of Interest (“GAC Members expressed deep concern regarding a proposed exception in the SOI that might permit GNSO participants
to refrain from disclosing the identity of the entities they represent in GNSO working groups. The GAC looks forward to further engagement with the GNSO on this issue”). Since this relates to a current GNSO activity and the GAC expressly refers to future engagement,
we believe it would be helpful to provide a brief update on the current status of this work, i.e. that this is in discussion in the SOI Taskforce, formed under the auspices of the CCOICI, and the anticipated next steps. Manju, who is chair of the CCOICI, indicated
that the next SOI TF meeting would be taking place today, Wednesday 12 April,
so that an update after that meeting would be appropriate.
Next Steps
We have shared these suggestions with Council Leadership and there is a preference for both topics to be covered in a single letter. This could be delivered by Sebastien to the chair of the GAC and
copied to the Board, since they expressed an interest in Council addressing items raised in this section of the Communique. Alternatively, if the majority view of Council is that a slightly less formal approach is preferred as a contrast to our treatment
of GAC Advice, then the letter could be delivered via our liaisons to the GAC and Board.
We would appreciate Councillors’ review of our proposals and any preferences on the manner of delivery, by 1700 UTC Monday 17 April.
