With regard to your second point, I think you are correct. Regarding
statements, my only asks were that (1) the statement clearly indicate whether it
is on behalf of an SG/C, or an individual Councilor, and (2) that statements be
submitted in writing or briefly summarized (1-2 sentences), rather than read in
their entirety.

behalf of the GNSO ...” since the GNSO is the chartering organization, not the
council?

I understood yesterday that accompanying statements shall be provided by
constituencies as well as individual council members.
