Council colleagues - I wonder if we would also find it useful to request, in addition to the summary of comments received during the public comment process, also having access to the actual comments themselves? In other words, does a summary suffice, or would we be better to consider the actual raw data?

Please let me know and I'll respond to Russ accordingly.

I wanted to follow up on an item the GDD discussed with the GNSO Council at the ICANN60 meeting, a draft procedure for Community gTLD Change Requests.  Based on the guidance from the Council, ICANN org has collaborated with the Community gTLD working group to develop an draft procedure for ICANN to consider changes to a community gTLD operator’s community registration policies, Specification 12 of their registry agreement. 

 

On 14 February 2018, ICANN opened a Public Comment period on the Draft Procedure for Community gTLD Change Requests. The proposed draft procedure published in the Public Comment proceeding is the outcome of collaboration and coordination between the working group and the ICANN org over the past few months. These efforts resulted in alignment on the published version of the draft procedure. The proposed procedure provides requirements and criteria for ICANN to consider proposed changes to a community gTLD registry operator’s Specification  12 (Community Registration policies) of the registry agreement. Currently, ICANN has not been approving changes to Specification 12 due to some ambiguity between policy and implementation related to this topic.  Please see the rationale included in Section I of the Public Comment proceeding for further information. 

                                                                                              

After the Public Comment closes, the ICANN org and the working group plan to submit the summary and analysis of comments to the GNSO Council. We expect to include a cover note indicating whether or not any policy issues were identified in the public comment forum to ensure it does not raise policy issues before moving toward implementation of a procedure. If the Council advises differently, we’d appreciate input as soon as possible in order to prepare the appropriate work.
