Great question! You can see a key on the ADR that helps explain what the explosive icon means, which is essentially to flag unplanned work that might impact community/staff resourcing. In this case, the icon was used because this topic was originally forecasted to begin post EPDP on IDNs but is already actively being considered by the Council. This is also a good opportunity to provide a reminder on how to read the ADR. Just because something is on the ADR does not mean that it will equate to a Council project. Instead, it means some sort of decision needs to be made by the Council, which could indeed mean initiating a project, but it could also be a decision to NOT undertake work, to defer work, other.

 

With respect to the text, it is still listed as an “Issue Report” because that is where this topic started and it appears on the PMT forecasting out possible policy development. Until a formal decision is made by the Council to pursue a different approach, it’s still possible an Issue Report can be requested and thus the Council should be aware of the resource commitments from doing so.

Is it an indication of its importance or emergency?

 

I also would suggest we tweak the wording of 'Issue Report' to 'study' to align with what we agreed during Hamburg.
