GNSO Review: draft terms of reference

The draft Terms of Reference were developed through consultation with GNSO constituencies,
For my sake, can someone clarify with me the consultation that was undertaken with the constituencies? If this is in reference to the consultation w/ the GNSO Council, this should be clarified. The difference is slight, but important (the document is much clearer, and I think I know the answer already, but I'm hesitant to jump to a conclusion). It would also be useful if the document also included a chronicle of the consultation undertaken in the development of the document. This announcement and the document aren't in sync on this point and it is useful to understand, definitively, whose input was made available during the preparation of a document. This is a useful feature of parts of the PDP that we would be well served to use elsewhere. Finally, can someone point me to "the GNSO Review – Background Information document" reference in the first paragraph? It might be helpful for others if this was made a hyperlink. As has been pointed out on the GA-List, it would also be useful to clarify when the comment period actually begins and ends given that this item was posted on the 31st, not the 27th as the text of the announcement would indicate. Ross Rader wrote:

The public comment period on the GNSO Review Terms of Reference http://www.icann.org/gnso/review-reference-terms-27oct05.htm began on 27 October and runs till 17 November 2005. The notice informing the Council, constituencies, the GA, and the Announce list subscribers that the GNSO Review Terms of Reference were published for public comment was posted on 31 October 2005.
