Re: [council] ICANN Travel Support for 1 additional GNSO attendee to LA Meeting of CCWG - 25 & 26 September
Dear colleagues: Greg Shatan has also expressed interest in receiving funding to attend the CCWG meeting in LA. In support of Greg's bid, I would note the following, as provided by Greg: * I have been a very active participant in the CCWG-Accountability. I joined at the beginning, and I have attended roughly 84% percent of the calls/meetings, more than any non-member except the funded ATRT expert (Avri Doria) and one other participant. I believe that I have been an active and helpful contributor to the work of the group as well (not merely attending for attendance's sake). * I've also volunteered for both WP1 and WP2 and participated in the vast majority of both group's meetings and in the creation of the output from those groups. * I also volunteered for the Legal Subcommittee and was active in that group as well. * I am currently actively involved in WP4, dealing with the potential Human Rights bylaw and underlying rationale, etc. * I have been very active on the mailing lists for each for each of the above groups as well * As a member of the CWG-Stewardship, I can provide a valuable perspective and assist with issues of linkages and dependencies * I believe I can be particularly useful on legal matters, as I have worked with the lawyers in both the CWG and CCWG, and I am a practicing US lawyer myself (but I believe I have learned how to facilitate our counsel's work and the work of the CCWG while not overplaying the "lawyer card") * IPC members who are participating in the CCWG-Accountability have urged me to apply for this slot Thank you for considering Greg for this opportunity. Hi, James Gannon has also written a statement, and has asked me to forward it to the council on his behalf. I hope this is found to be helpful. Thanks. Amr
Dear Council Members,
I wish to submit my candidacy for your consideration for the additional funded travel slot to represent the GNSO at the Face to Face meeting of the CCWG in Los Angeles.
I have been working extensively on the IANA transition within ICANN from Day 1, making sure that the core principals of not just my own stakeholder group the NCSG but those of the GNSO as a whole are core to any of the work that has been done by the group, and advising the group on the technical impacts of some of the decisions, including the incorporation of a strong business continuity requirement. Specifically on the CCWG I have worked closely with our appointed members of the GNSO, Robin, Steve, James, Thomas and Becky to ensure that the new, more accountable, ICANN that is being envisioned meets the needs of an evolving GNSO.
My work to date has primarily focussed on Work Stream 1 items, which will be of core concern during this Face to Face, from working on constructing the Independent Review Panel, ensuring that our review teams have access to the information they require, and helping to guide our independent legal counsel have been some of the core concerns that I have been working on, including working at the face to face meetings in Istanbul, Buenos Aires and most recently in Paris as we came to the final days of the second draft proposal. My
participation at all of the previous face to face meetings has been met through a mix of personal means and via donor funding from the NCUC.
Unfortunately I find myself in the position of being unable to attend this critical final face to face before ICANN 54 in Dublin due to financial issues alone. I have been a highly active participant in the entire IANA transition process and feel that I have worked to build consensus across the traditional lines of the GNSO and indeed between the GNSO and other valued stakeholders. Having worked closely with the work party rapporteurs who come from all areas of the diverse ICANN community I hope that I have worked to build bridges on areas that we may have had disagreements between our communities and I hope that I have been considered an asset in building the consensus that has brought the CCWG to this point in time.
I would like for the Council to consider offering me the
opportunity to continue that work at this next critical juncture of the work of the CCWG. I understand that the Council will have a list of excellently qualified candidates and I understand that this decision will not be an easy one, I hope that my position as a consensus and bridge builder will hold me in good stead with the Council when considering a candidate who will represent the best of the GNSO as a whole.
I thank the Council for its time and consideration,
-James Gannon
