The reason are: * There were a significant number of public comments submitted * The holiday period means that the 30 day deadline is effectively only 24 days * Some internal coordination with the Charter-drafting for the New gTLD Subsequent Round PDP is necessary * Requiring some additional staff feedback from other departments such as Compliance, Legal, GDD. If the extension were granted, staff would work towards meeting the deadline for the second January Council meeting (11 January 2016).
