Julf, Paul, Thanks for proposing text on this. I tend to agree with the idea of having a neutral approach on this along the lines of the Abu Dhabi comment, which we may just refer to wih Julf's suggested text. Since GAC's Marrakech Communiqué "should not be construed as new GAC Advice on this matter" as they say, our comment doesn't need to be new either. While I'm generally very concerned about the board not "caving in" to GAC's advice in the decision-making process, I don't see the need to "score points" when the decision's been taken. I know "welcoming the decision" is not meant like this, but it could be interpreted that way.
