Sebastien et al, I think I may be misquoted in this BRG letter as having opposed a "stay" on Closed Generics permitting the next round to go forward while policy work on Closed Generics continues. My comment was in response to Paul's remark indicating he thought that during the proposed "stay", not only should the next round move forward, but rather that applications for Closed Generics should be taken at the opening of the next window, with no contracting until the outcome of the policy work. I remarked that idea was questionable given the high cost of applying. In addition, open generics could be blocked via string contention if there are competing applications at the start of the next round. Thus, the closed generic application would effectively prevent the open generic string from moving forward. Some time ago I mentioned on the list that I thought the ICANN Board might be willing to proceed to the next round while putting a "stay" on closed generic applications and waiting for policy development outcomes for Closed Generics before taking such applications. This observation was based on comments contained in a Board chart on pending issues that was presented during the last ICANN meeting. I still support the stay pending policy development and do not believe Closed Generics policy development should hold up the next round. I just don't think ICANN should accept applications for Closed Generic strings before the policy is finalized.
