With regards to the 'rush', it may be helpful to note that the projects the proposed framework intends to address have already been on the top of the Council's Action Decision Radar for a while now (see https://community.icann.org/x/14vzC for the latest version) and the Council is eager to abide by its planning. If the proposed framework is not the path chosen to address these projects, the Council and GNSO community will need to urgently think of an alternative approach, which is why this topic has been added to the Council agenda for the meeting on 24 March, so that the Council can consider feedback received and appropriate next steps.
