No one actor can control it or shut it down. ICANN's role is to ensure the security, stability, and resiliency of the Internet, and we do this by ensuring that the identifiers we allocate through the Internet Assigned Numbers Authority functions are unique and consistent, in line with global policies. I wish to emphasize that ICANN's role with country-code top-level domains (ccTLDs) is limited and predominantly involves validating requests that come from within the respective country or territory.
