Chuck, why would you submit to the council a staff document on behalf of the staff? as chair of the group you already submitted the final report, and this is the staff's piece of the work (although you may have provided them with inputs as the WG chair, which is perfectly normal)! Here is the ICANN Staff Proposed Implementation Document on GNSO Reserved Names Working Group Recommendation as provided by Partrick Jones. Note that I reviewed and provided input into this before this version was finalized. Also, note that there are some action items for the Council in addition to the general action that I assume should take place of accepting the document with or without changes.
