As I think everyone knows, we are planning to do a project prioritization exercise in Brussels. In anticipation of that, I want to point out that the procedures proposed by the DT assumed, but did not explicitly state that all Councilors would participate in the exercise including non-voting members such as Andrei and our two liaisons.
