RE: [council] Letter from WIPO to ICANN
Notwithstanding the recent events in Tunisia, I am quite surprised at the tone of the letter as it is terribly over-confident. As Bruce pointed out, there is a major flaw in their interpretation of the ICANN process and I think that needs to be immediately clarified. Lucy

I note below that there is a fundamental flaw in the understanding > of the process.
I suspect that WIPO knows well the requirements of the ICANN process but is using the new pressure from governments in WSIS to push forward an unpopular agenda item.
