Hi Wendy, Perhaps I could provide a bit of background about the current motion. During the GNSO Council meeting on 10 April in Beijing, staff noted that the Expert Working Group has indicated that its work could benefit from the results of the work of the PDP Team on Translation and Transliteration of Contact Information, and thus suggested revising the motion to reflect that the PDP would be initiated and the Charter and Team be formed without delay so that the result of this work could be used to inform the work of the Expert Working Group (rather than visa versa). When staff made its original recommendation in the Final Issue Report to initiate the PDP but delay forming the PDP Team, it was based on the assumption that the Expert Working Group would move more quickly and thus could inform the PDP Team. However, after consulting with staff support for the Expert Working Group and with EWG members it appears that the opposite approach, as described above, is the more useful one. This is why the motion Ching has put forward includes this recommendation. I hope this is helpful. The Issue Report, 1.7, recommends "that the GNSO Council should initiate a PDP, but should delay the next step in the PDP process (the formation of a Drafting Team...)" -- making reference to the Board's Nov. 8 WHOIS Resolution that launched the expert working group.

Do you want to follow that recommendation, and include a pause before launching the drafting team to synchronize with recommendations by the Directory Services Expert Working Group?

The translation and transliteration of contact information were two of several issues addressed by a cross-community working group ­ Internationalized Registration Data Working Group (IRD-WG) ­ in its Final Report;

As a result, the GNSO Council requested an Issue Report on translation and transliteration of contact information at its meeting on 17 October 2012 (see http://gnso.icann.org/en/resolutions#20121017-4);

A Preliminary Issue Report on translation and transliteration of contact information was published on 08 January 2013 for public comment (see

A Final Issue Report translation and transliteration of contact information was submitted to the GNSO Council on 21 March 2013 (see

As recommended by the WHOIS Policy Review Team the Final Issue Report also recommends that ICANN should commission a study on the commercial feasibility of translation or transliteration systems for internationalized contact data, which is expected to help inform the PDP Working Group in its deliberations;
