Thank you. Kind regards, Terri 20250515-1 Consent Agenda: Motion to Approve the GNSO Council Aspirational Statement Submitted by: Tomslin Samme-Nlar WHEREAS, 1. The GNSO Council discussed the introduction of an aspirational statement during its 2023-2024 Strategic Planning Session; 2. In discussing the idea, the Council noted the goals of an aspirational statement were to (i) reinforce the Council’s role as manager of PDP and (ii) help socialize the unique role of GNSO councilors with its Stakeholder Groups and Constituencies; 3. The Council discussed the aspirational statement at ICANN80 in Kigali, Rwanda, and due to concerns from some councilors, the Council decided to table the aspirational statement indefinitely; 4. During the 2025 Strategic Planning Session, the Council revisited the idea behind the aspirational statement and agreed to reconsider a new draft, noting that the aspirational statement is not designed to limit the action of councilors, nor is it designed to be a binding voting directive; 5. The Council discussed an updated aspirational statement during its meeting on 10 April 2025<https://icann-community.atlassian.net/wiki/spaces/gnsocouncilmeetings/pages/...> and agreed to proceed with the updated aspirational statement<https://gnso.icann.org/sites/default/files/policy/2025/draft/draft-updated-g...> in an effort to reinforce (i) the Council’s role as manager of the PDP and (ii) the multistakeholder model more broadly. Vote Results<https://gnso.icann.org/sites/default/files/policy/2025/vote-result/gnso-coun...> 20250515-2 **Updated with friendly amendment proposed by Susan Payne and accepted by Greg DiBiase Motion to Defer for a Further 6 Months the Next Steps of Phase Two of the Review of All Rights Protection Mechanisms (RPMs) in All New gTLDs Policy Development Process (PDP) Submitted by: Greg DiBiase Seconded by: Susan Payne WHEREAS, 1. This PDP is being conducted in two phases: Phase One focused on a review of all the RPMs that were developed for the 2012 New gTLD Program, and Phase Two will focus on issues identified in respect of the Uniform Dispute Resolution Policy (UDRP); 2. ICANN’s Board of Directors approved all Phase One consensus recommendations in January 2022; 3. Discussions of the GNSO Council in its 2022 meetings indicated support to delay next steps on Phase Two and that the delay should be tied to the completion or key milestones for the Implementation Review Team (IRT) once it is launched; 4. The Phase One IRT was launched<https://www.icann.org/en/system/files/files/rights-protection-mechanisms-imp...> in December 2022 with a projected end date of = December 2024; 5. During its meeting on 16 February 2023, the GNSO Council agreed to defer next steps on the RPMs PDP Phase Two for 18 months and to provide a rationale for its decision; 6. The GNSO Council leadership posted<https://lists.icann.org/hyperkitty/list/council@icann.org/thread/J7O27YHOMAV...> a rationale for the decision to defer to the Council email distribution list on 04 April 2023. 7. In October 2024, GNSO support staff advised the GNSO Council leadership of staff estimates that the implementation of RPMs Phase One would be delayed until the third quarter of 2025. 8. Accordingly, the GNSO Council adopted a motion at its October 2024 meeting to defer for a further 6 months until May 2025. 9. In January 2025 the GNSO Council convened a small team to consider whether a further deferral is appropriate, and whether additional information is needed to help inform the amended charter for RPMs Phase Two. 10. In April 2025 the small team suggested to the GNSO Council that it should consider deferring the launch of RPMs Phase Two for a further 6 months beginning 15 May 2025, in order to allow Council to consider the prioritization of its overall workload. RESOLVED, 1. The GNSO Council adopts the motion to defer next steps on Phase Two of the RPMs PDP – specifically the launch of a Charter Drafting Team – for an additional 6-month period beginning on 15 May 2025. 2. The GNSO Council may revise the deferral period depending on the progress of the RPM Phase 1 IRT and/or the outcome of Council’s prioritization exercise via an adopted motion. 3. The GNSO Council leadership directs GNSO Policy Support Staff to notify ICANN org Global Domains & Strategy of the deferral.
