just for clarities sake. No disclosure under either of the two paragraphs will lead to a situation in which a council member will "have to" refrain from casting a vote, right. We are still talking about transparency not neutrality.

Agreed. The focus is on transparency. Issues regarding when to vote or not vote, will be dealt with separately. I hope to be able to have the General Counsel (John Jeffrey) give some general advice on voting during the next Council call. Regards, Bruce
