See http://www.icann.org/announcements/announcement-23apr08.htm. Comments received by 23:59 UTC 24 May 2008 will be considered by the RSTEP Review Team handling the PIR proposal. The RSTEP Report is due by 5 June 2008, but could be released before that date. The expectation is that the RSTEP Report and comments will be considered by the ICANN Board in Paris.
