Again I am concerned that staff is organizing a resource-intensive F2F meeting without a request for same from Council. Again copying the Council list. The PPSC-WT is also trying to do this simultaneously. The Council ought to be prioritizing these resources across all our work, it ought not be done by Staff and various WGs in silos. Mike, To be clear, Staff did not initiate this request. We are responding to the STI’s request to consider organizing a face to face meeting to facilitate achievement of a consensus in the short time framework requested by the Board. We agree that the GNSO Council should be prioritizing the work at hand and have been working with the Vice Chairs to develop a methodology to do this. However, until this is done, the STI project is one of the projects that is a high priority as it affects the implementation details for the new gTLDs. As a result, it is appropriate for Staff to decide whether incurring these costs is useful to assist the Community in coming to closure on a response to the Board letter in a timely manner. We will likely schedule this meeting if the consensus of the STI group is that such a meeting will be useful, and the costs of doing so are reasonable and within our budgetary constraints. I think it is important to have the Council involved. I would also like to suggest that considering the expedited nature of the work confronting the STI on behalf of the GNSO it would on balance make sense to allocate at least some if not the same level of resource available to the good work undertaken by the IRT. The IRT had two face to face meetings and several calls in order to work through fairly complex issues and solutions. The same commitment seems to be emanating out of the STI. Even if the STI reaches some level of consensus there may be public comments which may have to be worked through subsequently and the STI should have the opportunity to provide its input in response to such comments on the Final Report which were not available to the IRT.
