I could follow Mikey's opinion about the council's managerial role. I wonder whether such a detailed motion was necessary to achieve council approval. It seemed to me a reflection of the issues having controversely been discussed in the WG. This should be an item for discussion at the wrap-up. Kind regards Wolf-Ulrich
