Hi Flip (and everyone): Thanks for the work done coordinating this. As you say, it is very good work. I have a perspective about “managing up” vs "managing down.” When one goes to one's boss and asks for more time to complete a project, s/he only wants to do that one time. So the manager will build a little slack or buffer into the schedule to avoid having to ask for second bites at the apple. The same applies here. We are looking at a chart that includes the approved schedule, the schedule last week and the schedule next week. We don’t want to be in the business of approving successive schedules. So if the GAC hesitates and asks for a few more days, as compared to the Modified Work Plan, then we will have a new work plan for the following week. As you indicate, the new schedule is a positive response to people asking for more time but we don’t yet have their buy-in. As managers of this process, the Council doesn't need to see this detail and should leave it to the Chairs to mange the situation tightly. Even at this late date, we should provide some slack. I’d recommend agreeing that there will be no intervention on the part of the Council so long as the report is delivered in time for the March meeting. If the report is delivered in time for earlier consideration (and I believe it can be), great. Otherwise, we want to ensure that no group believes it has been dis-enfranchised by some last minute concerns and we should leave it to the discretion of the Chairs in how best to address those concerns without worrying about addressing the Council. We don’t want to be in the position of day-to-day schedule changes. We also don’t want to be in the position of hearing GAC criticisms of the Council for holding SubPro to a certain schedule. Let the Chairs manage to these schedules that have been developed and use them as tools for the fastest finish possible In the meantime, we can use intervening meetings (if any) to discuss our approach to approving the work when it comes to us and even discussing well-settled parts of it.. Below is new timeline proposed by the Sub Pro Leadership.

In my opinion, these new proposed extensions are quite reasonable and realistic. They allow the discussion of the Final Report during the GNSO Council Meeting in January. Leadership expects the Council will have 1) the consensus designation prior to the Document Deadline for the January meeting (which is 11 January), and 2) the minority reports (If any) before the January meeting itself.

The plan is to present this for a vote during the February Council Meeting. If asked for, we may consider to organize a more in-depth discussion of the report after our January Council Meeting, before the vote in February.

Let me remind that the Draft Final Report was published last Summer out for comment. It was the result of 5 years of discussions. I have witnessed that Sub Pro Leadership has been providing the Working Group with several drafts. The Working Group members have been given an opportunity to comment and their comments have been shared among the participating members. The latest drafts contain minor clean ups.

I add my personal gratitude to Staff. Without their relentless support, this was impossible to achieve.

The new timeline is a positive response to people asking for more time. The timeline will give them extra days to express support/non-support for the report. It will also add an extra 10 days for the minority report(s).
