We would be fine with supporting the engagement of an external facilitator as part of the SSR2 process and unpausing of its work. The engagement of this facilitator would come out of the SSR2 budget. In furtherance of our collective efforts to restart the SSR2 Review effectively, we would welcome a discussion with you on the skills and experience a facilitator would bring to this review, namely, for example, impartiality, deep knowledge of ICANN, understanding of specific reviews, and ability to bring different views together to reach consensus. As background and context, ICANN org follows a procurement process and best practices which focus on a clear definition of scope of work and deliverables. To select a suitable facilitator for this purpose, we, the Board and SO/AC Chairs, would benefit from a shared understanding of what is envisioned for this role, such as, for example: - Skill set requirements - Experience requirements - Scope of work - Timing and duration - Expected deliverables In connection with timing, it would be useful to consider when facilitation work would begin, which appears to be connected to the reconfirmation and announcement of SSR2 review team membership by the SO/AC chairs. I note that the GNSO Council announced the replacement for one of the GNSO appointees and look forward to learning when all other communities will complete their work on this. In addition to aiding the selection of a suitable facilitator, clarity around the above elements will inform impact on the SSR2 budget. We would be happy to have this discussion either face to face, toward the end of ICANN61 in San Juan, if that is agreeable to you, or telephonically, after ICANN61 meeting. We appreciate that to realize the full benefit from engaging a facilitator, there would be input from the SO/AC chairs as well as from the reconstituted SSR2, to inform terms of engagement. Hi Heather Thanks for the update. Could you clarify for me what the intended role of the facilitator would be? I thought I had understood from earlier updates that the facilitator would be engaged to work with the SSR team to ensure there is cohesion in the group and a willingness to continue working together. However, the email from the Board suggests that the facilitator would be a long-term engagement that would assist the WG reaching consensus on various issues. It also appears that if the hiring of a facilitator is to be done through ICANN’s procurement process that this will mean another two months or so before one could be hired adding more time to the ‘pause’.
