Draft Minutes of the GNSO Council Meeting on 16 April 2026
Dear Councilors, Attached, please find the draft minutes of the GNSO Council Meeting held on 16 April 2026. If there are no comments, these minutes will be published on the website as approved, according to the GNSO Rules of Procedure <https://urldefense.proofpoint.com/v2/url?u=https-3A__gnso.icann.org_en_counc...> section 3.5: "If no objections are received within 10 days, the minutes will be deemed to have been approved for posting" on 30 April. Hello, John, and Council leadership, I was going through the notes in light of the email recently sent by jen about a council suggestion that the PDP timeline is further reduced and i didnt find the place in which we reached consensus about it. Maybe I am missing something procedure wise, but I had noted on the chat NCSG disagreement on further reducing the timeline and this doesnt seem to have been recorded on the meeting minutes too. Therefore I just need to understand what the GNSO council final suggestion is: (a) cut 4-5 months from the original 18 months timeline or (b) reduce it to 6 months ? Hi Bruna, Thank you for the question. As noted in the discussion, normally the presentation of the Project Plan to the GNSO Council is an AOB item that is not voted on or "approved". The update is presented for Council acknowledgement that it received the Project Plan from the DNSAM PDP 1 WG. The timeline adjustments were agreed to in the PDP WG and were adjusted from Oct-Nov 2027 to May-June 2027 for the overall completion representing 4-5 months reduction in the overall timeline. Due to the high level of interest in the topic, the workplan was presented in full to the Council for informational purposes only. There was discussion during the agenda item about the timeline, however there is no further action required from Council at this point in time, and the acknowledgement of the workplan was conveyed back to the WG. Hope this helps. John, I have two corrections as shown in red b *Anne Aikman Scalese, NCA Non-Voting, * The Board letter is helpful, especially given the Board readiness work done over the past year. It appears the Board believes the four elements identified in its letter are in scope for Supplemental Recommendations. As the Council Supplemental Recommendations Team deliberates, Council needs to be careful to avoid separating out certain issues since SSAD Recommendations were a package and were non-adopted as a package. We would not want to see the Supplemental Recommendations rejected by the Board because of elements being separated. *Anne Aikman Scalese, NCA Non-Voting, *will look at the document. The form to be used asked the nature of request to Council. One box to be checked is the box relating to a request for new policy. She noted that a request related to new policy, even if time sensitive, should never be the subject of a 72 hour turnaround time at Council based on a negative response mechanism. For a policy concern, 72hrs should not be applicable. Hello, Before we decide whether to send the letter or not on this point of the note: Action Item: Council to formally notify the Board of the decision to incorporate authentication as part of the work on Supplemental Recommendations on SSAD and *to confirm the urgent request timeline and associated policy language can be published as an update to the Registration Data Policy.* Can you please clearly specify which language will be published in the registration data policy about urgent requests?
