Re: [council] Fwd: ICANN70 GAC Communique.pdf

Dear Councilors, Thanks Jeff. To assist you and other volunteers in your review of the ICANN70 GAC Communique, staff has put the GAC Consensus Advice to the ICANN Board and Follow-up on Previous Advice into the standard template that the Council has used in the past: https://docs.google.com/document/d/1VRQvT-9lYXsROUaUDnZ9vRq-M1EZeHHeh9EAnsZN.... As Jeff notes, the Council has in the past only elected to provide a response to GAC Advice. For Councilors that may be new to this process, the Council’s review and response in regards to the communique is delivered to the ICANN Board, for the Board to have available when considering the GAC Advice. The Council generally aims to adopt the review of the communique at the subsequent Council meeting, which in this case is the 22 April 2021 meeting (with a 12 April motion and documents deadline). This is the first communique in over a year that has GAC Consensus Advice. It also includes follow up on previous GAC Advice. The Advice centers around ePDP Phase 2 and follows up on advice regarding SubPro and IGOs. I would also like to remind the Council of several statements from the ICANN Board at ICANN70 acknowledging that the non-consensus advice is also deemed important by the Board and that they hold intersessional meetings to discuss even the things not designated as GAC Advice. Therefore, we may as a Council, want to consider responding to those items as well (even though we have not done so in the past). I would like to ask for some volunteers that want to assist me on drafting the first response to the Communique. Once that small team is finished with the draft, we can then circulate to the full Council. Sincerely, Jeffrey J. Thanks Steve, this is great. I will note that Tom Dale has expressed an interest in helping out and I hope others volunteer as well especially those familiar with ePDP Phase 2. Steve is correct that in the past the Council has only responded to GAC Advice, but given the Board statements of how important the non-advice is, and how they hold intersessional meetings with the GAC on that non-advice, we may want to respond to the other items. But this is totally up to the Council. I propose that we craft responses to the non-advice for Council review and if the Council does not want to include those responses, that’s fine. If it does want to include them, then we will have them ready to go. My hope is that we have this drafted by the time of the document deadline for the next regular Council meeting (not the Extraordinary one next week, but the Regular April one). Thanks all.
