Thanks Terri. To Council Leadership - Tomslin and Nacho as Interim Co-Chairs I believe Council has an Action Item to take up the String Similarity and Reserved Names options as requested by ICANN Org as soon as possible. While there may be additional briefing provided by Org, it's also possible we will not get a briefing on what has been referred to in the IRT as "Option 3". Accordingly, my view would be that the ICANN paper on the two options should be circulated by Councilors to their SGs and Cs for discussion and Leadership should schedule a 30 minute special meeting of Council to obtain a vote with instructions from Council to the IRT as to how to proceed - Option 1 or Option 2? I believe Susan was previously in agreement with that approach. For now, ICANN org will insert Option 1 in the draft AGB and note that the issue of Option 1 or Option 2 is before the Council. The questions are; 1. Are both Options reasonable Implementation of the policy or, as the majority of the IRT believes, Option 2 reflects a new policy because of how the strings ineligible for delegation were handled in the 2012 round? and 2. If both are reasonable Implementation, which Option most accurately reflects the policy? Many IRT members view Option 2 as not accurately reflecting the policy. Some other members and ICANN Org itself believe Option 2 is Implementation, not policy. Because this was escalated to the Council level, Council should address it as soon as possible. We realize this is very last minute but there is a time crunch since the goal is Board adoption of the AGB in Dublin.
