Just a short note to let you know that the GNSO Council was disappointed not to have you on our April 28, 2011 conference call, where we had set aside an agenda item on the JAS and were looking forward to being updated on the group's work by you.
The Council understands that other commitments may have prevented you from attending and would like to extend another invitation to join us at our next meeting on May 19.
Please let me know if you are able to attend.

Notice was given on 25 April that Rafik couldn't attend the meeting and was giving his proxy to Wendy, 3 days prior to the meeting. It would have been better to simply remove the item from the agenda than to leave it on and then publicly lambast him post hoc like he just failed to show up. In fact, as I've argued to Stephane before, I think it'd be sensible to check at the front end, before a draft agenda is posted, that persons to be named as discussion leaders will be able to attend and will have something to report. Thanks Bill. This checking was done. As I explained when we got to that agenda item during the meeting yesterday, Rafik told us that he would not attend so we were aware of that. But because there were requests to discuss JAS from others, it was decided to keep that item on the agenda. The message I sent as a follow-up after the meeting was as agreed and requested during the Council meeting, to ask both Rafik and Carlton if they would be willing to provide a JAS update at our next meeting. To repeat for thread closure what we just discussed at the coffee break here in Budapest, It's good to hear there was prior checking; as there have been similar cases I know of in which there wasn't, and absent info the contrary, I assumed this was the same dynamic. I'm sure that's true, but think other wording would have better reflected your intentions by casting things in a neutral manner, e.g. instead of "the GNSO Council was disappointed not to have you on our call, where we had set aside an agenda item and were looking forward to being updated by you," something like "sorry you were unable to attend the meeting, we look forward to you providing an update on the next call." Bill, I know you wanted your post to close the thread, but just to defend Stephane, his e-mail and messaging was discussed with the Council on the call yesterday and there was consensus on the call for that particular message to be sent. So, perhaps your message is really meant to those that were on the call yesterday as opposed to the Chair. Bill, I disagree. The point was to get an update since the work is moving so quickly and timeframes are too tight.
