Rafik, all I’m concerned that our response on 2. IGO Issues is not helpful and might be considered flippant by some. I’m also a bit confused about the actual text of the advice as I suspect it is related to the implementation of Protection of IGO and INGO identifiers in all gTLDs Policy, while the background and rationale specifically call out the Curative Rights PDP WG. I have developed alternate text for consideration. This is generally because its members are not assumed to have this particular expertise. The introduction of the quick look mechanism, a recommendation of the GAC-GNSO Consultation Group, is an important mechanism that provides the GAC an opportunity to identify public policy issues early in the PDP lifecycle. We acknowledge that the GAC-GNSO Consultation Group also encouraged PDP Working Groups to communicate to the GAC about how its input has been considered and addressed; and also encourages the GAC to strengthen its participation in the latter stages of the PDP. The Council acknowledges the challenges associated with GAC members being able to participate in PDP efforts and in that regard, we greatly appreciate the manner in which GAC members are participating in WT5 of the Subsequent Procedures PDP WG, particularly with regard to identifying public policy issues. Huge thanks to Rafik for leading the group to a result in a short timeframe! I support the version circulated most recently by Rafik with Donna's changes. In my view we've slightly diverged from the point re IGOs and might have done better with a more concise response, but in light of the time (my fault for not weighing in constructively sooner - sorry, Rafik) I personally think we go with what we have.
