Draft list of definitions and descriptions of GNSO structures and mechanisms
Dear Councilors, You may recall that one aspect of the multiple efforts now underway for the GNSO's PDP Improvements project is the review, revamp and use of communication, informational and other tools for GNSO ³on boarding² purposes. Besides projects such as the GNSO Learn module program (which Lars briefed you about in Buenos Aires) and the revamped GNSO ³one stop shop² policy documents webpage, among other ongoing efforts, staff was requested to develop a set of uniform definitions and descriptions for the most commonly used GNSO policy making structures and mechanisms. Please find attached a draft document that we hope will be helpful to you and your constituency and community groups. Presented in tabular form, it includes definitions of terms like ³PDP Working Group², ³Non-PDP Working Group², ³Consultation Group² and so on as well as specific notes on the expected deliverables and outputs from each such group. Please note that this is still a work in progress, and we expect to update it as work is completed on other, related projects (e.g. Working Group Sign-On and the recommendations from the Cross Community Working Groups on a Framework of Principles for Future Cross Community Working Groups (affectionately and perhaps more recognizably known as CWG-Squared).) Dear Mary, this is excellent information, thank you. I still miss some reaction between the type of groups and its members (first lista as related to the second one), clearing probable questions like: minimum number of councillors that have to be part of the group? if the chairs need to be members of the council? in which cases it makes a difference between a council member as opposed to a member of the respective constituency? I think this would help motivate constituency members to take a much more active role in the processes, and not expect that just the council members do all the work. Your specific point about the linkage between a group and its members, especially as it relates to the GNSO Council, is an interesting one. There¹s currently no requirement that Council members have to be part of any particular type of group, so maybe we are assuming too much about what people, especially newcomers, know (or do not) about the Council¹s role vis-a-vis that of a Drafting Team, a Working Group and so on. We can look into adding a link to the relevant GNSO operating procedures, e.g. the PDP Manual and Working Group Guidelines, perhaps via a footnote saying something like ³For specific information about how the GNSO Council functions in relation to these structures and mechanisms, see [document].² One additional entry that your email caused us to think about is possibly adding another entry for ³Council liaison², which is when a Council member is appointed to serve as a liaison between the Council and a Working Group. Hi Mary, Thanks for this. It will, I’m sure, be very helpful for folks who are new and interested in participating in the work of the GNSO. I was wondering whether or not it may be helpful, in the “Notes” column of the IRT row, to make a reference to the role of the IRT in the context of the GDD Consensus Policy Implementation Framework (CPIF).
