I have a question for those on the Council who are much more familiar with the New gTLD PDP. Is the GAC advice that the NGPC adopted inconsistent with the original policy? And if it is, should the NGPC be informed accordingly.
If I understand the issue correctively, there were a number of applicants who sought to operate closed generic TLDs (or exclusive registry access); however, as a result of the NGPC¹s acceptance of GAC advice the applicant had to change their application to reflect an open registry or accept that it will not possible to operate a closed generic in the current round. The NGPC is not rejecting the remaining handful of closed generic applications, but have chosen to defer them to a subsequent round and I think this is why the Council has received the letter from Dr Crocker. It will be necessary to have address this as a policy issue in the context of the subsequent round PDP.
Perhaps we need a bit more of the backstory on this one.

Item 5: COUNCIL DISCUSSION Letter from ICANN Board Chair on Exclusive Registry Access for gTLD Terms representing Generic Strings (10 minutes) On 27 July 2015 the ICANN Board Chair sent a letter to the GNSO Chair requesting that the GNSO specifically include the issue of exclusive registry access for generic strings serving a public interest goal as part of the policy work it is planning to initiate on subsequent rounds of the New gTLD Program. The GNSO was also asked to inform the Board on a regular basis with regards to progress on the issue. Here the Council will discuss the letter and decide on its response. on the GNSO Council agenda, refers to the letter from Steve Crocker to Jonathan Robinson
