EPDP Team resources request
Dear Keith, As directed by the GNSO Council, the EPDP Team has commenced its work on phase 2 by focusing on the development of a work plan and timeline for the phase 2 deliberations. As part of these discussions, the EPDP Team is also expected to identify whether any additional resources are needed, beyond the traditional support that is provided to GNSO policy development activities, to meet the milestones and timeline proposed. The EPDP Team would like to recognize the critical importance of the additional resources provided for phase 1 in facilitating the deliberations and allowing the EPDP Team to deliver a Final Report within the timeframe provided. The EPDP Team wants to ensure that any specific resource requests are fiscally responsible by demonstrating clear alignment with the work plan and timeline, as such, some additional time will be needed to formulate any such requests. Nevertheless, there are some immediate resources that the EPDP Team considers crucial in supporting the initial stages of phase 2 and as such we would like to request that the GNSO Council petition the ICANN Board to provide immediate support for the following resources: · Continued availability of legal counsel, following the same process and approach in phase 1 (any questions are vetted through the legal committee); · Continued support for telecom services and transcriptions, but to reduce costs, transcriptions would have a 72 hour turnaround time (instead of 24 hour); · Mediation support for the EPDP Team meetings at ICANN65 in Marrakesh. Some have also requested that travel support is to be made available for ICANN65 for EPDP Team members who would otherwise not be able to attend and where no alternate is able to step in. We leave it up to the Council’s discretion to determine whether this is a reasonable request to include with the above. In order to take full advantage of the face-to-face opportunity that Marrakesh offers and minimize conflict with other meetings, we would also like to request support for organizing a one day face-to-face meeting on day zero of ICANN65. A request for such a meeting would need to be made by 26 March at the latest and is subject to approval by ICANN Org as well as availability of facilities. If such a request is granted, this would also require funded travelers to arrive a day earlier than normally foreseen, including an additional hotel night. We look forward to receiving your feedback. If you have any questions or would like to discuss this request further, please let me know. Best Regards, Rafik Dammak Interim Chair and GNSO Council liaison to the EPDP Team
Rafik Thanks for sharing this request. Personally I think most of it is very reasonable and I particularly like the pragmatic approach to things like the transcripts. Could you perhaps clarify what you’re thinking about in relation to ICANN 65. You mentioned a full day meeting on day 0, but it’s not clear how many other meetings etc., the team would be expected to have during ICANN 65. I ask this as you’re, quite reasonably, requesting travel support for some of the group, so a better understanding of what that travel support would actually be covering would be helpful. Many thanks, Rafik. We have a concern, however: day 0 is the long-standing Universal Acceptance Steering Group workshop and has been for the last 3-4 years. Not only will that clash cause serious issues for some EPDP members, the community has already been encouraged to arrive one day early to attend and participate in this workshop. Can this be addressed please? Hi Michele, Good questions: I don’t know the affiliation of all of the EPDP Team members I’m afraid, but I do know that the BC’s Mark is Vice-Chair of the UASG and given the importance of the UA work to everyone I’m sure there must be some other cross-overs. You know that we are fully committed to the EPDP work and of course we need that Team to have as much space to meet as possible; at the same time, the UASG is vital to the community. There’s also a history of EPDP-UA-RDAP clashes, which is a real shame as we need the good people in the right places and not pelting down corridors between rooms. It’s not about one being more important than the other, it’s about trying to minimise clashes and maximise engagement. (I’m an eternal optimist, let me keep my dreams here...) As for solutions – well, as the UASG workshop is already organised/promoted, is there any chance we could have the EPDP F2F on day minus one? Marie If the issue is that day 0 causes issues for only one member then surely that’s why there are alternates? A request for such a meeting would need to be made by 26 March at the latest and is subject to approval by ICANN Org as well as availability of facilities. If such a request is granted, this would also require funded travelers to arrive a day earlier than normally foreseen, including an additional hotel night. We look forward to receiving your feedback. If you have any questions or would like to discuss this request further, please let me know. Best Regards, Rafik Dammak Interim Chair and GNSO Council liaison to the EPDP Team
I’m not sure it is possible to have a day minus 1 either, as ICANN may not have hired the space required for that day. I’m not sure if an extra day after the meeting is an option we can consider either. Maybe it is. So thanks for flagging this, Marie – good to check what our options may be, and how widespread the impact is likely to be. I’m also not even sure that doing something that day is even possible.

Hi Michele,
Good questions: I don’t know the affiliation of all of the EPDP Team members I’m afraid, but I do know that the BC’s Mark is Vice-Chair of the UASG and given the importance of the UA work to everyone I’m sure there must be some other cross-overs. (I’m an eternal optimist, let me keep my dreams here...)
As for solutions – well, as the UASG workshop is already organised/promoted, is there any chance we could have the EPDP F2F on day minus one?

Many thanks, Rafik.
We have a concern, however: day 0 is the long-standing Universal Acceptance Steering Group workshop and has been for the last 3-4 years. Not only will that clash cause serious issues for some EPDP members, the community has already been encouraged to arrive one day early to attend and participate in this workshop.
Can this be addressed please?

Thanks for sharing this request.

Dear Keith,
As directed by the GNSO Council, the EPDP Team has commenced its work on phase 2 by focusing on the development of a work plan and timeline for the phase 2 deliberations.
Nevertheless, there are some immediate resources that the EPDP Team considers crucial in supporting the initial stages of phase 2 and as such we would like to request that the GNSO Council petition the ICANN Board to provide immediate support for the following resources:
· Continued availability of legal counsel, following the same process and approach in phase 1 (any questions are vetted through the legal committee);
· Continued support for telecom services and transcriptions, but to reduce costs, transcriptions would have a 72 hour turnaround time (instead of 24 hour);
· Mediation support for the EPDP Team meetings at ICANN65 in Marrakesh.
Nevertheless, there are some immediate resources that the EPDP Team considers crucial in supporting the initial stages of phase 2 and as such we would like to request that the GNSO Council petition the ICANN Board to provide immediate support for the following resources: • Continued availability of legal counsel, following the same process and approach in phase 1 (any questions are vetted through the legal committee); • Continued support for telecom services and transcriptions, but to reduce costs, transcriptions would have a 72 hour turnaround time (instead of 24 hour); • Mediation support for the EPDP Team meetings at ICANN65 in Marrakesh. All On further discussion about this topic with others it transpires that adding a day to the ICANN meeting could easily cost $350k! This number was shared with various SO/AC people during the Marrakesh planning session in Kobe. So the obvious question is why can’t the EPDP use more of the scheduled meeting for its face to face? Why are there currently 7 (no, that’s not a typo) so called “High Interest” topics taking up so much time on the current schedule for Marrakesh? That’s 7 blocks of 90 minutes, which is 10.5 hours. In other words more than a full day. The meeting is meant to be about POLICY and if the EPDP isn’t important enough to get time on the schedule then frankly I don’t want does. That may be the overall cost of adding an additional day to the ICANN meeting for all facilities and required staff support, which would also used by others, not just the EPDP team -- how much is the real cost that Finance would ultimately allocate to the EPDP? I struggle to believe it is really more than all three of the EPDP team's face-to-face meetings to date. Ultimately, policy development is a core activity, and so this is just the cost of doing business for ICANN. We should not be counting pennies here, in my view. Ayden As I already pointed out the meeting is meant to be focussed on policy. However we cannot simply demand that ICANN spend $350k of the funds, which it levies from registrars and registries, instead of rejigging the schedule $350k in the real world is a hell of a lot of money. I could easily employ 10 people for a year for that kind of money. Calling that kind of money “pennies” is unrealistic. If it was $350 sure. But it’s not. Hi all, Thanks for the good discussion on this topic. Here are a few data points for further consideration as we work on ICANN65 scheduling: * Because this is the annual Policy Forum, meeting space is limited, and I’m told the GNSO will have two rooms to accommodate all our policy work. With that in mind, we’ll need to find a balance for all the Council meetings and PDP meetings. * We are working to ensure that any High Interest Topic and Cross-Community sessions are actually needed. I am engaging with the other SO/AC leaders and putting a marker down that, in my view, any such non-conflicted sessions really need to be broadly supported with legitimate interest across the community. This may free up some additional time and meeting space for substantive policy work during the week. * We submitted the formal request for a Day Zero meeting of the EPDP WG as the 90-day prior deadline requirement was 26 March. * For future planning, we can ask ICANN for a more detailed accounting comparing the cost of intersessional meetings vs. the cost of adding a day to regular ICANN meetings. * I think we should seek approval from ICANN for travel support for members of the EPDP team who can’t otherwise attend and where no alternate is available. That should be a relatively small number, but I’d like a bit more visibility into the number of anticipated travelers in such need before submitting the request. Thanks, and I’ll be sure to keep everyone updated on the SO/AC and other meeting planning discussions. hi, Thanks Keith and all who commented on the requests. it will be helpful for the EPDP team to have enough meeting slots during the policy forum and getting high priority in term of allocation. It is also aligned with council approach to prioritize work and resources here. I also believe that council should strongly request for travel support to not impact the team and the members engagement. I think we can get the number of those who need the travel support quickly. I can make the call at the EPDP level and have idea who might need it. Best Regards, Rafik Le mer. 27 mars 2019 à 23:01, Drazek, Keith via council < council@gnso.icann.org> a écrit :

Hi Carlos, I'm not sure that an Intersessional would be cheaper, but I don't believe a day zero meeting ahead of an ICANN meeting would be all that expensive. I have been trying to guestimate how much it would cost, and I'm figuring $25,000 - $30,000 is probably a reasonable guess. Here's my assumptions: - 35 hotel nights x $250 (EPDP team + staff) = $8,750 - 30 per diem x $60 (based on ICANN 55 per diem) = $1,800 - catering = $3,000 - transcript = $1,000 - conference space = $10,000 - tech support = $3,000 I think some of these estimates are pretty generous. The conference space might be pre-booked already, and tech support might already be in place, as rooms tend to be set up a few days in advance. And the hotel nights might be paid for already as part of ICANN's room block. But even if not, I don't think an extra day is going to cost $350,000.
