I want to make a specific mention to the Agenda item #5 If the resolution will ask for more financial details on the overall IG engagement costing, I request to make it add "across" the traditional budget structure for the purposes of this question, and add - time/costs, meetings and travel that can be assigned to Executives & Board members engaged in IG issues, including but not limited ITU, other governmental multi-laterals, ISOC, GSMA and other private sector orgs, IETF and other quangos, similar activities - time/costs and staff involved in Government Engagement - time/costs and staff involved in direct support to GAC - time/costs and staff involved in meetings and calls that support the previously called CWG on IG My assumption is that the last line, which seems to be the most important issue during the council's discussion, will be well small compared to the other ones. Are we focusing on the right issues here? I support these questions being asked. I hope we may also be able to seek clarification as to how much it costs for the CCWG-IG's annual report to be generated. From what I understand it is compiled by an external consultant. I would also like to understand the costs associated with subscribing to various regulatory intelligence services; occasionally I have seen reports downloaded from Cullen International shared on the CCWG-IG list, but there may be other services that are utilized. Hi, thanks, Carlos, Ayden for those questions, I assume those are not addressed directly to the CWG-IG as several are not under its remit, except those related to calls and partly the annual report that supporting staff from Government Engagement Team can respond. Please let us know your thoughts. The Staff and resources involved in Government Engagement are best described in the FY19 Budget documents as referenced below: * Document 4 – Module 1 – Engagement activities. This includes more than Government engagement activities. * Document 6 - FY19 Excel Spreadsheet by Portfolio and by Projects. Please note that this document contains the numbers of staff full-time equivalent, indicated at the project level. The total spend for Government and IGO engagement is $3.2 and is broken down as follows: Totals for the portfolios are in USD and are rounded to the nearest millions with thousands as a decimal 1. Portfolio 4.1.1 Coordination of ICANN participation in Internet governance $1.1 * Project 178604 Recurring Activity: ICANN Internet Governance Engagement 2. Portfolio 4.2.1 Working with Governments and Intergovernmental organizations $0.6 * Project 154157 High Level Government meeting * Project 178602 FY19 GE Government Advisory Committee (GAC) Engagement and support 1. Portfolio 4.3.1 Support Internet Governance Ecosystem Advancement $1.5 * Project 175418 Recurring Activity – Government and IGO Engagement Similarly, the amount of resources dedicated to the GAC support can be found in the Document 6 of the FY19 budget, under project 151210, which reflects 3.4 FTEs and $0.5m in support. See general description below: The support team focuses on assisting GAC members and leadership on all operational matters surrounding the GAC’s work: preparation for all meetings (agenda development, scheduling, calendaring), conducting (managing the remote connectivity capabilities), and follow-up (minutes, action items/next steps, reporting, etc.) for all plenary, working group and committee leadership meetings, development and maintenance of the GAC web resources and the posting and maintenance of related content for all committee activities, working groups and informational resources, management membership records, tracks attendance for committee activities, conducts election processes and supports GAC members in fulfillment of the various SO-AC responsibilities the committee has regarding organizational reviews and the empowered community administration. For the time/costs and staff involved in meetings and calls that support the previously called CWG on IG are included in the totals provided about government engagement above. For some additional detail: 1. Staff support comes from the Government and IGO Engagement team. This work occupies about 0.1 of the time of Desiree Cabrera (in LA) and perhaps 0.1 to 0.15 of Nigel Hickson’s time in Geneva; this is for the WG calls, held perhaps every 2 months or so, support on discussing issues and dialogue at ICANN and other meetings; 2. It is useful to have this information. On the whole, it does not seem it is all that expensive to run this working group. It is using minimal staff resources, has a budget of $2,000 for consultants, and that appears to be it.
