DNS abuse (e.g., phishing, malware, botnets) remains a critical threat to consumer trust in the domain ecosystem. With ICANN’s recent focus on contractual compliance and the proposed amendments to Registry/Registrar Agreements, this dive could explore:
Effectiveness of current abuse mitigation frameworks.
Gaps in consumer redress mechanisms.
Balancing accountability with operational feasibility for registries/registrars.
Potential policy updates to strengthen consumer safeguards.
Relevance:
Directly aligns with CPWG’s mission to advocate for end-user protections and inform At-Large input on ICANN’s contractual reforms.
Rationale:
Following the Latin Script Diacritics PDP, this topic could address broader IDN-related issues, such as:
Risks of homograph attacks and consumer confusion.
Accessibility barriers for non-Latin script users.
Policy gaps in IDN implementation (e.g., variant management, universal acceptance).
Relevance:
Supports CPWG’s ongoing work on inclusive DNS policies and ensures consumer perspectives shape IDN governance.
Rationale:
With the Expedited Policy Development Process (EPPS) on privacy/proxy services ongoing, a dive could clarify:
Consumer needs for anonymity vs. law enforcement/rights-holder concerns.
Implications of proposed accreditation models for end-users.
Risks of over/under-regulation to global accessibility.
I am happy to collaborate on framing these topics or identifying speakers. The April WHOIS topic is timely, and I support its inclusion as well.
