Here is a revised statement.  I’ve tried to make it shorter and more straightforward, rather than create a whole new executive summary section.  The type is larger so the page count hasn’t changed that much.  I’ve tried to reflect the facts/concerns underlying the various remaining comments, though not always with the same language. Separately I’ll try to respond more directly to those comments.
