A few minutes back, I attended the ICANN83 GAC and Board Meeting as a  Registered Virtual Participant.

ATRT4 postponement was deliberated within the limited time budgeted.

I observed in the meeting chat that "Accountability" is always "past tense" and requires and external entity to trigger. The external trigger in ATRT4 is not clear.

The key speakers were nicely wording the need for holistic review and need for a definition for Accountability in this context.
