At ICANN 20 (San Juan, 2007) we had a long discussion about new TLD "categories" and the idea, to take RFC 1591 as a source of inspiration and to draft new RFCs for such categories (GEOs, Brands etc.). Three years later, at ICANN 37 (Nairobi 2011), the idea was rejected. In 2001, at ICANN 41 in Singapore, the new gTLD progamm was started. Nine years later - and with the experience of the loss of illusions about the wisdom of the market power and the users needs - we are still struggling, how to move foreward in a reasonably structured way.  This proposal is a step in the right direction. Very late (ICANN is now 22 years of age), but hopefully not too late.
