Dear CW,

The pandemic situation is indeed unpredictable. If there are unforseen developments on the eve of the hybrid meeting, there may even be slightly tighter restrictions for travel to Europe, but within Europe at least there may be a certain degree of openness to travel within. It is two years since we have had a meeting face to face, it would be useful to keep preparing for the hybrid for intercontinental participants, but in a restrictive scenario, the hybrid meeting could still be a hybrid with even a hundred participants mostly from within Europe in the room, and the rest joining for remote participation. It can still be a call for a particiption at this stage, perhaps a cautious call, with us all hoping and trying hard for a f2f conversation, only the size of f2f participants somewhat indeterminate. It requires a f2f meeting in some form to agree and act upon some matters.

That is not feasible here on a steady state basis. 

- Regarding the 'hybrid' proposal, I would stress the reservations that already prevailed for the Seattle meeting last year.
In short, Covid rates are rising again in parts of Europe (e.g. the UK). Large areas of the world are still far from bringing Covid under control.
Accordingly, the Hybrid proposal risks being quite discriminatory. ICANN needs to do a carefull assessment as to which countries will face restrictions on entry to NL, together with the risks to other F2F partaicipants. 

- The Hybrid proposal does nothing to rebalance the underlying bias in ICANN F2F meetings between funded and non-funded participants.

- Regarding the schedule block diagram, suffice to say that the themes do not prioritise the current issues that I consider to be the most important.
May I suggest tht it is not reasonabnle to call on participants to travel internationally to join "conversations". ICANN74 is billed as a Policy meeting.
