Exactly what comes to my concern after going through the document. The cost streams and new forms of governance and authority can really increase confusion from users, pressure from govts, concerns from community. Not really the best approach right after IANA. There can be other concerns.

It is likely to bring a more stable and scalable Internet Root Server System in the future.
It is likely to bring a more coordinated Internet Root Server System with bottom-up, multistakeholder policy development.
It is also likely to cost more money - with the source of funding being ICANN.
