Judith -- The
downtime part might be speculative, but this letter does present
some actual financial information on what it costs to run the
system and the fact that a private company will not have access
to the same stream of funds (through donations, tax deductions,
etc.) that a non-profit has. In the absence of clarity and
transparency, I find this letter and the information in it to be
of high value. PCH has a 15 year track record with .org -- they
have something important to say. If we enter into this debate,
it must be on the strength of having weighed all the information
available.

I read this. It is all speculative. We just do not know. I think these letters do more harm than good. We just do not know the answers. How do we know that Ethos will not run PIR the same way it was run before. They may continue giving PIR the leeway to do exactly as they have been doing. We just do not know

In this letter to ICANN's General Counsel, the Packet Clearing House warns that under Ethos Capital's management of PIR, "the decreased operational spending necessary for any commercial purchaser to break even would result in an increase from zero down-time to, on average, slightly more than three days without service each year."
