I should point you to the Digital Services Act that specifically mentions intermediaries including Domain Name Registrars.

Yes, it mentions registrars specifically.

And yet ... RVCs are an artifact of registry agreements, not those for registrars. And apparently registries aren't worthy of mention on the DSA page.
