I agree that pre-application publicity is not the greatest for the applicant, but on the other hand, it proves to the community that we were right in thinking there would be some demand.
And FYI, D3 (a new company founded by Former Donuts founder Paul Stahura and domain industry veteran Fred Hsu) announced their intention to apply for a bunch of new gTLDs in the next round:

On the other hand, other applicants might find some bias against them as a result of the publicity. Even if they had the idea first.
On balance, I think pre-application publicity should probably be discouraged.
