We seek early input to the following charter questions 
● Purposes for Accessing Data – What are the unanswered policy questions that will guide implementation?
●  Credentialing – What are the unanswered policy questions that will guide implementation?
●  Terms of access and compliance with terms of use – What are the unanswered policy questions that will guide implementation?
