My suggestion - go back to the CCT Report and its MANY recommendations.

This screen shot is  a small taste of what was recommended, but at least let’s refer to the report, including at least mention of the recommendations and revise what we have been saying about Contractual Compliance for some time.  Many of the issues identified in that report should have been identified in the prioritization sub group work, but let’s at least mention the work that was done and its recommendations
